Evaluation
The eMINTS National Center designated of the Education Development Center as the program’s external evaluation consultant beginning March 1, 2006. EDC brings nationally recognized expertise to the eMINTS National Center’s evaluation processes. Senior advisors for the project include Margaret Honey, Co-Director of EDC’s Center for Children and Technology, and Glenn Kleiman, Vice President and Senior Research Scientist at EDC, where he directs the Center for Online Professional Education.
Purpose and philosophy
The eMINTS National Center uses both formative and summative evaluation processes to provide continuous, high-quality support in the enhancement of its mission:
To support educators at all levels with the professional development experiences they need to prepare all learners to become intrepid explorers, active team members, independent thinkers, problem solvers, effective communicators and creators of knowledge. We will change the face of education by providing a working model (complete with professional development) that combines best teaching practices with technology resulting in improved outcomes for all learners.
eMINTS National Center evaluation processes use a variety of quantitative and qualitative data collection and analysis methods to provide both formative and summative results. Analysis of quantitative data and information derived by those methods is best understood when complemented by the rich insights available through qualitative analysis.
eMINTS National Center program evaluation also assists schools, districts and other educational organizations that are implementing eMINTS programs in developing, capturing and communicating useful and usable information for key stakeholders and other audiences.
All eMINTS National Center evaluation processes fully comply with the applicable policies and standards of the University of Missouri Institutional Review Board.
Three components of eMINTS evaluation
In 2006-2007 eMINTS and EDC implemented this program evaluation only in Missouri. When the process has been validated, it will be available for use in other states in the eMINTS program.
eMINTS program evaluation consists of three distinct components:
- Evaluation of the input provided to teachers – the eMINTS professional development program (including materials and the delivery mechanism) to insure that the program contents and processes are delivered in a manner that is consistent with the program and assures fidelity to the program’s goals and intent.
- Evaluation of the teacher and student product output – an electronic portfolio of specific artifacts (both teacher and related student products) to document the effect of the input (professional development) on the teacher’s practice, the teacher’s mastery of key eMINTS objectives and impact on the subsequent student learning as verified by student products related to the teacher artifacts.
- Evaluation of student academic performance - analysis of student performance as measured by standardized academic assessment instruments.
