Title I
Please note that the eMINTS National Center does not provide funds to teachers, schools, districts or other educational organizations interested in implementing the eMINTS instructional model. Schools, districts and other educational organizations may fund equipment, software and/or eMINTS professional development programs using a variety of funding sources.
About
Title I of the Elementary and Secondary Education Act of 1965 is a set of programs set up by the United States Department of Education to distribute funding to schools and school districts with a high percentage of students from low-income families. To qualify as a Title I school, a school typically has 40% or more of its students that come from families that qualify under the United States Census's definitions as low income. Once a school receives Title I funding it is regulated by an entire set of federal legislation such as the No Child Left Behind Act. Title I funds may be used for children from preschool age to high school, but most of the students served (65%) are in grades 1 through 6; another 12% are in preschool and kindergarten programs.
In Missouri, state Title I regulations have prohibited the purchase of capital equipment (such as computers, SMART Boards and projectors). These regulations have been modified and purchases of eMINTS equipment and professional development services are now allowed. Contact your Missouri Department of Elementary and Secondary Education School Improvement Supervisor for additional information.
Title I funds can be used to purchase eMINTS equipment and professional development services.

- In all other states, contact your state or district Title I Coordinator.

Process
Beginning with the 2007-2008 school year, Title I funds may be used to purchase technology-related equipment, materials and supplies (such as computers, monitors and printers). The guidelines for purchasing technology-related equipment with Title I funds include the following:
- Purchases must support the instruction of challenging academic achievement standards.
- Purchases must be supplemental to what the school district provides for all students.
- Purchases must be for the exclusive use of Title I participants.
- Purchases must be "reasonable and necessary" for the Title I program.
- Technology/equipment purchased with Title I Targeted Assistance funds must be located in Title I classrooms only.
- Purchases must be addressed in the district's Technology Plan, including appropriate professional development in the use of technology in instruction.
- Schoolwide projects must include intended equipment expenditures in their Schoolwide plans.

- School or district staff complete and submit eMINTS program services application form by June 15.
- eMINTS staff will contact school or district staff about initial program implementation.
