eMINTS Instructional Specialist Certification

Policy summary

eMINTS PD4ETS (Professional Development for Educational Technology Specialists) program participants may qualify for three different levels of certification based upon participation, completion of certification requirements and ability to facilitate eMINTS professional development sessions and classroom visits.

Policy statement

eMINTS PD4ETS (Professional Development for Educational Technology Specialists) participants may qualify for three levels of certification:

  • Certificate of Attendance – Participant attended 80% of PD4ETS Professional Development sessions but did not complete program certification requirements. Participant may not access eMINTS Professional Development materials after the two-year PD4ETS program is completed.
  • Certificate of Completion – Participant attended 80% of PD4ETS professional development sessions and completed all program requirements for completion certification. Participant did not facilitate eMINTS professional development sessions or professional development facilitation was not performed at an acceptable level. Participant may access eMINTS professional development materials after the two-year PD4ETS program is completed when the eMINTS Access Agreement has been completed and appropriate fees paid, but may not train official eMINTS or eMINTS4All teachers. Participant may apply for EIS certification at a later time to train official eMINTS or eMINTS4All teachers.
  • eMINTS Instructional Specialist (eIS) Certification – Participant attended 80% of PD4ETS professional development sessions and completed all program certification requirements for eIS certification. Participant successfully facilitated one year of eMINTS professional development for eMINTS and/or eMINTS4All teachers or an approved adaptation of eMINTS professional development. Participants receiving Instructional Specialist certification may facilitate the training of official eMINTS or eMINTS4All teachers during and after the completion of the two-year PD4ETS program and may be selected to serve as a consultant to the eMINTS National Center in the provision of professional development programs to eMINTS or eMINTS4All teachers from other districts.

More information and specifications

  • PD4ETS program certification requirements are determined by eMINTS staff and presented to participants when they enter the program.
  • Satisfactory levels for certification requirements and professional development facilitation will be determined by eMINTS staff. Participants will be made aware of the scoring procedures and requirements needed to achieve satisfactory levels when they enter the program
  • Participants receiving a Certificate of Attendance
    • Attended 80% of PD4ETS Professional Development sessions. The 80% attendance requirement is an annual requirement and is not counted cumulatively over the two-year program period.
    • Did not complete PD4ETS program certification requirements.
    • May not access eMINTS Professional Development materials after completion of the two year PD4ETS program.
    • May train official eMINTS or eMINTS4All teachers only from their own district while they are enrolled in the PD4ETS program and are being assisted by eMINTS staff.

  • Participants receiving Certificate of Completion:
    • Completed two years of eMINTS PD4ETS professional development with at least 80% attendance. The 80% attendance requirement is an annual requirement and is not counted cumulatively over the two-year program period.
    • Completed Completion Level certification requirements at a level identified by eMINTS staff.
    • Have not facilitated eMINTS or eMINTS4All professional development or have not reached a satisfactory level of facilitation during session observation by eMINTS staff.
    • Have complete access to eMINTS professional development materials after completion of the two year PD4ETS program with completion of the eMINTS Access Agreement and payment of eMINTS access fees
    • Teachers in programs administered by Completion Level certified participants may not be classified as official eMINTS or eMINTS4All teachers.
    • May apply for eMINTS Instructional Specialist certification within two years of completing the PD4ETS program at no additional cost. An eMINTS staff member will visit eMINTS professional development and evaluate the session. Participant must reach level of competence identified by eMINTS staff for moving to the next level of certification within two observations. If the observation is requested after the two year time frame, the district will be charged $100 / visit for observation of a session. A maximum of two observation visits may be requested.
    • May train official eMINTS or eMINTS4All teachers only from their own district while they are enrolled in the PD4ETS program and are being assisted by eMINTS staff.

  • Participants receiving eMINTS Instructional Specialist (eIS) Certification:
    • Completed two years of eMINTS PD4ETS professional development with at least 80% attendance. The 80% attendance requirement is an annual requirement and is not counted cumulatively over the two-year program period.
    • Completed Instructional Specialist certification requirements at a satisfactory completion level identified by eMINTS staff.
    • Facilitated at least one year of eMINTS or eMINTS4All professional development or an approved adaptation. eMINTS staff will complete an observation of at least one professional development session. Participant must reach a level of competence identified by eMINTS staff for eIS certification. Participants will be observed by eMINTS staff member one time in their first year of the program and up to two times in the second year until satisfactory level of observation is obtained.
    • Received satisfactory feedback from teachers participating in their eMINTS or eMINTS4All professional development sessions and classroom visits.
    • Satisfactorily completed an approved number of eMINTS or eMINTS4All classroom visits for at least one year of eMINTS or eMINTS4All training.
    • Have complete access to eMINTS professional development materials after completion of the two year PD4ETS program with completion of the eMINTS Access Agreement and payment of eMINTS access fees.
    • May facilitate the training of official eMINTS or eMINTS4All teachers after the completion of the two year PD4ETS program.
    • May train official eMINTS or eMINTS4All teachers only from their own district while they are enrolled in the PD4ETS program and are being assisted by eMINTS staff
    • May be selected to serve as a consultant to the eMINTS National Center in the provision of professional development programs to eMINTS or eMINTS4All teachers from other districts.
